I'm guessing that the problem is in your proxy server, not in your ISP. Typically the only port an ISP blocks is outgoing port 25 (SMTP) so you can't set up an email spamming service. Some of them also block some incoming ports like 21 and 80 so you can't run servers. But Skype, Viber, WhatsAp? I've never heard of any ISP blocking those. (If any did, you'd hear the screams as far as the internet reaches, or at least see them on blogs and forums.)

Check with the people running the proxy. (If you're using a university wifi, it's typical for them to block a lot of social and communications apps.)
