My internet app is locked with pop-ups demanding money. How do I get this deleted?

so the other night I did a search on my internet app. I clicked on one of them and immediately a video/movie (supposedly) downloaded onto my phone, a Galaxy S4.

Then I got pop-ups, the first one demanding $250 Fine, the 2nd one giving me a long list of places I could buy a $250 PayPal GIFT CARD to pay this fine. These pop-ups have that app locked. I have tried to delete the app but it can't be deleted. I have taken the battery out and still when I go back on the pop-ups are still there.

How do I get rid of this virus?

I would try to do a factory data reset
