My Nexus 7 (2013) is stuck on Google screen. How can I move past this?

My Nexus 7 (2013) is stuck on Google screen.

I can't get past this on start up. I'd tried, and failed again to install the latest update. Keep getting an error message. My tablet then wouldn't go past the google screen. I've tried the power on and volume down button to go into recovery mode but I have the same problem.
The tablet isn't rooted. I'm also trying to connect it to my laptop but seem unable to find it, when I do I don't have the drivers installed and seem unable to install them from anywhere.

Welcome to the forums. If you can, see if you can reboot to the bootloader screen. Hold power and volume down. If you can get there, you should be able to reflash the stock images. You can either set up your PC to use ADB, or you can download a PC tool called Wugfresh toolkit, and reflash it that way.
