My Nexus 7 (2013) seems to hibernate but will never actually reboot, what is going on?

My Nexus 7 (2013) seems to "hybernate" but will never actually reboot.

This is actually a friend's device, but she says when she holds down the power button, the Nexus seems to reboot, but when she touches the screen once it's up, the same apps she had running before are still running. She's looking for a way to fully reboot it (like we've always done...force rebooting if nothing else).

You have a couple options. You can try to force a reboot using ADB (Android Debug Bridge) which is using DOS command lines to make your phone do something. I am not very proficient with this, but there are lots of YouTube videos on it.
The other option is to kill the battery. Make sure it is fully dead (not something I normally suggest), allow the device to charge, and then turn it on.

Mine is on Lollipop 5.0.1, I tested it, held the power button until screen went black, The power off sign came up during that time but I ignored it and continued to firmly press down on the power off button, until as I said, the screen went black, then to start again, I pressed the power button until it a sign came up saying Google and the lock icon appear, then let go. I believe it worked the same way on kitkat, this device requires long, continuous press to completely turn off and reboot.

Fully discharging the battery is bad.

It does use a command window. I was using DOS as an example. Fully discharging the battery is bad, I agree, but off the top of my head, I can't think of any other way to force a shutdown.
