My nexus 7 (2nd gen) wont charge and gives 5 blinking lights

I have had this problem before, and i fixed it with a simple unplug and re-plug of the battery. that did not work this time. i use a 2.4A charger and i have tried others. i have tried holding down the power for 1 min. i have tried getting into the boot loader. i have tried a battery replacement. i have tried moving the cable so it connects just right. i have tried everything that the internet has told me to try. and i still cant get it to turn on. no matter what i do, i will always get this 5 blinks. plug it in, power button, boot loader, new charger, unplug battery, they all give the 5 blinks. PLEASE HELP!!!
 
If you replaced the battery (I'm assuming that you swapped it with a good battery from a working unit?) and that battery was fully charged then I'm out of ideas - sounds like the motherboard is bad.
