That could be for a couple different regions. Is the phone one provided by QLink and you're trying to set it up on QLink? Are you using a QLink SIM card? Has it ever worked?
Are you sure you can get signal from a tower that is compatible with QLink?

Just letting you know the same thing happened to my S21..turned out for me my hacker had destroyed my software and the phone no longer recognised anything other than emergency calls
Suggestion...Hybrid Analyses will give you a run down on the background of your phone and let you know if something else is going on i.e malware...itll give you instructions as to what to do to get a reading on your software...
