My Samsung Galaxy S3 mini is stuck in boot mode, what should I do?

samsung galaxy s3 mini stuck in boot mode

hi all im having a problem with my galaxy s3 mini when i turn the phone on it comes to the welcome screen then goes to the blue circle loading screen then just reeboots i have tried everything suggested i just can not get the thing to load... i went and bought a new battery nothing.... i cant get it to go in to reset mode but i can get in download mode thats all i can do with it its not the power button as i have had it in download mode for hrs and it hasnt switched off and on please help

down button home button power works all other dont it is as if there is no longer a os on the thing
