My Samsung Note3 cannot connect to free public wifi network that requires a sign in page?

The sign in page just do not come out?

Open Internet or Chrome or whatever browser you use and go somewhere (aol.com is easy to type). That should bring up the sign-in page. Then any of your internet apps should work. (Don't close the browser, just hit the Home button. You can go back to the browser and close it when you don't need the internet connection any longer.)
