My v10 won't charge or turn on? Battery and cables are good tried on another v10

My other v10 needed a power button which I replaced but I can't figure this one out unless it has more than one issue

The expedient thing to do is to insert a charged, good battery. That way you can eliminate bad charger port. If it doesn't boot with a fresh battery, it is likely to be dead and then you get to determine what part failed. I would presume you are beyond any factory warranty.
