if they're on the same network use AirDroid as it uses WIFI (faster than USB):

but if you mean that u need to record it directly to the computer I think you can't as the phone can't mount the pc storage.

Welcome to Android Central! Which phone? Use a file manager app to look in the phone's storage -- can you locate the voice recording file? If so, you could either upload it to cloud storage (like Google Drive), or connect the phone to your computer via USB and use Windows Explorer to copy it over.
