Ok so I was wondering what kind of data transfer rate does the bolt boast on lte because my wifi says 39 mbps.

Run some speed tests using your own device on 1) LTE, and on 2) Your Wifi.

My LTE has ran as high as 32mbps down....highest I've gotten on my home FIOS WiFi is 19-20

Don't use the speedtest.net app. It reports incorrect speeds. Use testmy.net or speakeasy.net/speedtest.

Your WiFi will be better most likely. 8mbit with 20ms latency feels faster than 15mbit with 60ms latency.
tapatalk is hella faster on WiFi than LTE.
