Navigation Bar Customization

I was wondering if there are any ways to customize the nav bar? I want to use a nexus 7 as a car headunit, but the one thing that stumps me is volume control. The idea volume control would be to have a + and - next to the home, back, and multitask buttons on the bottom. Is there any way to do this? Or maybe put widgets anywhere on the screen, that way i can put the widget in the nav bar? I realize i may have to root.

You're right; the only way to do this is to root your tablet. Most of the major ROMs (CyanogenMod, ParanoidAndroid, etc) allow you to customize your nav bar, and although I don't have first hand experience with this there should be an option or a method to put volume controls on the nav bar.

If you really need to, you can download a widget to put in your home screen from the Play Store.
