Hi, can anyone reccomend an app where I can place shortcuts of otherapps in the navigationpannel? Just like "Quick Bar" does.

Try Tile Shortcuts, which allows you to put an app shortcut directly in the Quick Settings panel.

I still use Power Toggles, which has long been one of my favorite apps, but it's no longer in the Play Store. (I can still access it because it still shows up in my Play Store install history.) You can get the APK at APKMirror (which is a trustworthy and legit site, run by Android Police): https://www.apkmirror.com/apk/painless-apps/power-toggles/. Power Toggles can create a custom toggle bar as a persistent notification, like adding another Quick Settings panel.
