Need help picking a phone in Mexico

My uncle, who lives in Mexico, has been asking me to help him take a new phone for his daughter. Now, I know all about the hardware and which phones are good and will see his needs. However, I don't know the first thing about Mexican carriers and pricing. So, when he asked me which ones fit his budget, I am not of much help. Do they have to your contracts and subsidized phones in Mexico? Are there issues of network compatibility with hardware like there is in the United States? If someone could explain to me how Mexican carriers and networks work, as well as pricing when you want to buy a phone in Mexico, it would be greatly appreciated.

If you are considering unlocked phones you can go in for ZTE Grand... its a new phone... you get a lot of bang for your buck...
