Need help with installing GAPPS for Nexus 7 2013 Pie

I was able to root my device, and install android 9, but when I tried to install the pico gaps for it, I received a message that I did not have enough storage available.
Is there any way to further reduce the storage requirements?
 
Unlocked device, rooted and installed android pie. I have 16gb storage available on the device. tried to install GAPPS for pie and received error not enough storage available.

16 available or 16 total? 16 total might make it a squeeze. If installing Gapps is the first thing you're doing I'm leaning to the 16 total as the increments would have 8, 16, 32.
 
I moved this to the Nexus 7 (2013) Rooting/ROMs forum for more specific traffic.
 
I just tried this again on a new nexus 7 2013 with 32gb.
get the same error.
after installing rom for android pie, system partition shows only 60mb free.
don't get it! I have twice as much storage available, but it does not work

Possible something wrong with that ROM you installed, have you contacted the developer of it ?
