Network Connection Failed flashes on screen after Pie update

Phone works great before and after Pie. I am on the T-Mobile variant.
When my phone wakes up out of stand by, in the middle of the screen it will briefly flash "Network Connection Failed"
I am guessing it might be app related as i mentioned this in another thread and no body else has this issue.
Happens on Wifi or cellular.

Does it happen if WiFi is disabled? You may have the phone set to allow WiFi to turn off during sleep, and if it's enabled, it may start trying to connect to the router before the hardware is fully "awake", leading to a failure (which is fixed the next time it tries, since it takes microseconds to "come awake").

Under Settings, General, Battery, Power Saving exclusions, WiFi, WiFi Calling, WFi Calling Connectivity, WiFi Calling provider are all enabled. So technically WiFi should not be turning off during sleep.
Plus i have also seen this happen when i have been using phone, then tap power button to put it to sleep, seconds later use finger print to wake up phone. So not even sure sleep had time to kick in.

I will test out my phone with WiFi turned off and see if that corrects the issue. Might take me a bit to follow up with the results. At the office i have almost no cellular reception so have to be on WiFi.

Follow Up. Turned OFF WiFi. With strong cellular connection i still randomly got the error message.
WiFi on or Off, the message randomly is there about 75% of the time i unlock my phone to use it.
I still think its an app that needs to be updated but thats a needle in a hay stack type of search.
