New Note 9, new to Android--What's this thing and how do I make it go away?

Newb to the Android world, after a lifelong happy relationship with Windows Phone. Had a V30 that I was pretty happy with, but new carrier couldn't bring it over, so I got a Note 9.

What is this annoying box called, and how do I make it, and the little floaty icon that summons it go away for ever?

That’s the Assisrant menu. Go to Settings, Accessibility, Dexterity and interaction and turn it off to remove it.
