Is it Google's or Carriers' job to push the new google play update? ?

It updates just like any app you download. They're being pushed out, just not all at once. It'll make its way around eventually, but if you're impatient, the apk file is very easy to install.

I notice the new look a couple days ago while browsing for new apps.

I'm on AT&T and Rooted with CleanROM3.5 I'm guessing Google pushed it through.
