New speech bubble floating icon

My phone updated today and now I have a grey circle with a white speech bubble that goes blue when I touch it. It just hovers on my screen and gets in the way. I have cleaned tasks, restarted. I can't find an app with the same icon. I can't remove it. Help!

Welcome to the forums. Go to the accessibility settings and make sure that 'select to speak' is switched off.
