New to S4 Please help - screen does not time out

So i set the screen to time out after 15 seconds and nothing happens. I disabled the eye recognition and everything. Not sure why does it happen? just got it yesterday and trying to figure out.
Also when clicking on the contacts app I get a message it is trying to connect to AT&T address book. Is there a way to cancel this? thank you.

If your correctly applying the settings then its a hardware issue. Seeing as how the settings for that are pretty strait forward I see no other diagnosis but a broken sensor
