Nexus 4: camera error - can't connect to the camera

Just a few days after updating my nexus 4 to jelly bean 4.3 I can't use the stock camera. I get the error 'can't connect to the camera' I rebooted a few times and deleted all 3rd party camera apps still the camera doesn't work... Can anything be done without trying a factory reset???

Ok fixed the problem!!!!!
It had to do with the permission settings with apps.
This will work if your running 4.3. Download permission manager from the play store. And check setting for the camera app (gallery) and allow the app to access camera. And that's it. . .

you are correct but my camera application is missing . i can open from screen lock button. but it error - ""cant connect camera """" XOLO Q800 Android 4.1 gelly bean
