Nexus 4 charging questions...

I did a little research and could not find anything. Please point me in the right direction if I missed it...

Here are my symptoms:
  • When turned off and plugged into the wall with the stock charger (or any charger), the phone charges but will not turn on. If I try to turn it on, the LED flashes red...
  • Using the wireless charger from Google, the phone charges only when turned on. If I turn it off (but leave it on the orb), it does not charge at all.
  • When turned on, the phone charges fine either with the wall charger or the orb

Any idea whether this is expected behavior? I called the play store and they have no idea (naturally) - their troubleshooting steps are to wipe the phone and see if it makes any difference...
 
That isn't expected behavior. I understand that the phone doesn't appear to charge properly while turned off; I take it you have left it in that state for an extended period of time and verified that it is, in fact, not charging? If so, my only thought is that you have a one-off defect with the phone, potentially with the charging circuits.

You can try a complete factory reset, but other than that the only option may be to put in for a warranty replacement device.
