Nexus 4 has block call feature

In case others didnt know,and a thank you to tmobile for the info.Btw i am on ATT works just fine.

Block calls from a number
To block incoming calls from a number, follow these steps:

From any Home screen, tap the All apps AllAppsicon.jpgicon.
Tap People.
Tap the name of the contact you want to block.
Tap the Menu icon.
Tap to select All calls to Voicemail.
Note: A blue check mark will appear next to All calls to voicemail.

Block messages or spam from a number
We're sorry, but this feature is not available on this device.

atleast voice calls can be without third party app.

The trouble is, you must have the blocked person's phone number in your address book in order to block them. When someone deserves blocking, I'd rather forget about them and purge them from my life, not have them look lurking in my address book. I'd rather go ahead and use a third party app, or just try to get along with people.

True, so I suggest that one creates a "null contact" called "call blocked". Use this contact to associate all your unwanted numbers. The trick remains to have an option not to go to VM but simply ring on without notifying the number holder. Maybe in 4.4?

I think if you have a VM, it will automatically kick in after a certain number of rings (it's a provider feature). So, it won't be possible to ring (or be silent) continuously for the call. You can only pick up and quickly drop the call or send to VM.
 
Im using Calls Blacklist call blocker. Once the call comes in you can have any future calls from that number blocked. The app will log up to 100 numbers. So far im pretty happy with it.
 
I think they pretty much all work the same. I use Phone Warrior.
