I'm not a techie, but found this article on AnandTech interesting. In short, storage size difference aside, it says that the 16GB Nexus 7 substantially outperforms the 8GB model in random read, random write, and sequential write performance, only trailing in sequential read.

Doesn't surprise me, probably two 8GB chips in the 16GB and the device can read/write off both concurrently. Though these are synthetic benchmarks and likely negligible in real world experience, especially a tablet. You may notice slightly quicker load times on something like NOVA 3, but on your average app (Facebook etc) there will be nearly no difference. Also, most people are consuming media, and both devices exceed the requirements to stream and playback audio and video. Guess it gives some bragging rights for those with the 16GB wishing to exercise them.
