Which carrier is it on? You can find the factory images here: https://developers.google.com/android/nexus/images?hl=en. You can install them manually following these steps: How to manually update your Nexus | Android Central

It is unlocked and not on any carrier at the moment.

You should still be able to use the razorg firmware, under Nexus 7 [2013] (Mobile).
