Nexus 7 constantly crashing, unable to reset, not storing changes

Nexus 7 (2012, rooted, Android 4.4) seriously misbehaving. Wondering whether it is unable to write anything to disk? Symptoms:

* Crashes after c. 1 minute on login screen, or after login (even on Safe mode, or when Wifi router is switched off)
* Changes do not persist after crash (such as creating a new note, or forgetting the Wifi network)
* Crashes when attempting to uninstall anything, or clearing data for apps
* Unable to perform factory reset, either via Settings (it crashes), or via Recovery mode. With Recovery mode factory reset, it says "-- Wiping data... // Formatting /data... // Formatting /cache // Data wipe complete." but after rebooting nothing has changed
* "Google Play services has stopped. Send data?" sometimes appears

Any idea what the problem is?
 
Welcome to the forums. I have no idea what the problem may be, but you could try reflashing the stock ROM. There are lots of YouTube videos on how to do this.
 
Thanks, I managed to run the script from the "nakasi" 4.4.4 image, via USB and starting in Bootloader. The script output looked fine (everything was OKAY, such as `Erasing 'system'`), but it made no difference... Rebooting was exactly as before, with all the apps etc installed.
 
The memory on your tablet has gone bad and now is in readonly mode. This cannot be fixed in software. I would boot into twrp and backup any files needed via USB. Your only choice is a new motherboard or a new tablet. Replacing the motherboard is of about medium dificultly, and they can be found on ebay. Only worth it if you get the 32gig board or you just want to learn how to do it.
 
If the board is cheap I'd give it a try. What's the worst that can happen? The tablet already doesn't work properly.

It might be kinda fun if you are into tinkering like this.

Various options
Just thought of another one....buy a used device where the screen is damaged. Swap out the internals to create a good one.

If you do go this route, keep in mind some of those connectors are fragile.
