No alert sound from app

I'm running a 3rd party app that sends out push notifications. There is supposed to be an app provided tone along with the popup screen, but I hear nothing.
All the settings are correct..alert is on, volume is up, app sound set for app provided sound, battery optimization is off..not muted, etc.
Have tried all the fixes, reinstalling, clearing cache; nothing works.
Also verified it's not deleted from software as other users receive the audible alert.
Aside from a sound file not loading during the install, I have run out of ideas.
Any help would be appreciated.

Welcome to Android Central! Just to be sure -- when you say volume is up, you've checked to make sure the Notification Volume slider is specifically up, right?

It's an app called Driver Partner. The app works fine..except..when they send you a job the screen changes to what they call an "offer" screen. When it changes it is supposed to be accompanied by an app supplied tone. But I do not get that tone or any other.
These are my app settings:
Show notifications: ON
Alert/silent: ALERT
Show as pop up: ON
Sound: APP PROVIDED SOUND
All other options are off.
All volumes are all the way up.
I've tried switching to custom (phone provided) tones but none of these work either.
I have found other users that do receive this tone so it cannot be the developers deleted it.

Are you sure it's a notification? The way you describe it, it sounds like when you have the Driver Partner app open in the foreground, and then get a job sent to you, the screen changes to show the job -- that in itself wouldn't be a notification. Or are you seeing it as a notification icon or banner?

That is exactly what is does. They call it a "push notification", but what it really is I have no clue. That being said, I CAN have it set to pop up on my home screen as a short notification..but I don't want that.
When the screen changes to show the job, there is supposed to be an audible alert along with it.

Check your Do Not Disturb settings to make sure it's not scheduled to turn on while driving.

Do you have the phone connected to the car's stereo via Bluetooth? If so, maybe the sound is being routed through the car stereo. If the stereo's source is not set to Bluetooth (e.g., you have it set to Radio or CD instead), that might be why you don't hear the tone.

Good point..I do have the bluetooth enabled on my phone. But should that affect anything when I'm in the the house and pretty far from the car, which isn't running anyway?
