No camera flash with low battery, even while charging.

My phone had about 15% charge when I noticed. Anybody else have this "problem?" Just curious more than anything else.

I understand some features are turned off to save battery when it's low. The flash doesn't work with low battery, even when the phone is ON THE CHARGER. Just seems like a minor bug in android/jelly bean.
