Typically a ringtone is nothing more than a snippet of sound or music in a .mp3 or .mp4 format. In this case creating your own ringtone is simple assuming one has the capabilities to edit sounds or music. Sites like soundbible.com or even Archive.org have sound, etc which have been offered by the artiest freely to be used (non-profit) to those in need. using a sound editor, one can cut/snip a particular sound in an .MP3 / 4 format and save to their device.

u can use ringtone apps or u can manually place the files on your phones external storage(Ringtones folder) and it can be picked from your normal ringtone picker

Ringdroid is a great free app. You can cut precise parts of songs on your phone.

In the contact screen for your particluar person, hit the three dots in the upper right and there is a 'set ringtone' menu option there.

File has to be in default music storage directory before it can be recognized as a ringtone - unless you download an app like ES File Explorer. If so, when you go into settings in the phone app to change ring tone, you will be prompted if you want to use Music Storage or your file manager to complete the action. Choose the file manager but "only once" option. Browse to the file and select it. After this, the file will appear in your list of available ring tones when you bring it up from phone app settings.

Easiest way is to use a different media player to the Google one. Both Poweramp and ES media player work. Play anything from your downloaded music and then press the three dots at the top right of the screen and select ringtone.
