I pretty much have to wait until the battery runs down, correct?

I hold "Volume Down" + "Power" and it reboots; I continue holding the buttons, but it just keeps rebooting.
I try releasing the buttons and it just stays on the "Samsung Galaxy Note 9" boot screen...

Try to never run a lithium battery down lower than 40%.

Hold Volume Down and Power and the phone should shut off. Then you can turn it on again, the normal way.

If that doesn't fix it, try resetting it.

If that doesn't work (you can't get to the recovery menu, or you reset it and it still doesn't work, you'll have to reflash the ROM. (See [Samsung] How to flash Stock ROM via ODIN.)
