Found cure already! I had to do a soft reset. Took battery out for few a minutes put it back in and eureka...it worked. Dont know what you do if youve got non removable battery. But thats what worked for me.

So glad you figured out a solution! Yes, removable batteries are the greatest! Now that I don't have one, a soft reset or a restart are my only options.

Have you tried changing tones? Zedge is a free ringtone/notification/wallpaper/icon pack app that has a big range of awesome tones!

Hi I figured it out! If you have the music/apps and games volume off it won’t annouce new message alerts—find this under the pull down thingie at top of phone (sorry I’m an iPhone user but wanted to help) there is a phone symbol and a volume bar right after the volume bar is the round settings symbol with the gear in it—click that and then go down to music videos games and turn the volume bar way up. It totally works! Before I found this we had tried everything including replacing as card! Hope that helps! Hers was an older LG

Hi All ,
I had a similar issue and had to do full restore but the issue came back. The root of the problem was a cleaning program called Clean Master by Cheetah Mobile. Once I uninstalled that program the issue disappeared!
Sometimes apps cause issues..
