No notifications after using PSM

I'm so frustrated right now. I have a Verizon Samsung Galaxy S8+ and last night because of an emergency I was forced to turn on maximum power saving mode. Once I was back home I turned it off and put it on charger and now I'm not getting notifications from anything other then text messages. I've completely turned off the battery saver, reset all app permissions and I've restarted my phone a zillion times and nothing helps. Mainly Skype and my game, word chums are the two I'm most concerned with... Any suggestions?

Go into the apps, turn off notifications, then turn them on. Separately for each app.

Yes I've done that then restarted.. Still not working

Have you tried clear cache partition? Volume up, Bixby button and power... Takes you to boot screen. Scroll down to wipe cache partition then reboot

Ok that doesn't take me there.. Keeps taking me to bixby which wants to be in simplified mode..I don't use it

I reset my phone.. which was a pita but I got all of them to work now but one. I've tried everything I can think of nothing has worked. It's kinda crazy
