No Option To Enable Google Assistant. Help!

I have an android 7.0 and for some reason i still can't find a way to enable the google assistant. I've tried many tutorials on youtube and have put google app and google services into beta but still the settings in google app are old.

I'm not sure, in other places I've read that one of the minimum requirements was having at least 1.5GB of RAM. My guess is that 1 of RAM and 8 of storage are a bit tight for the Assistant to work.
