Just tried it and didn't do anything yet. BTW, I'm by Pittsburgh
You can try two things -
First: Menu > Settings > Wireless & Networks > Mobile Networks (you might have to scroll down to see it NetWORKS not the "Mobile Network" check box) > Network Mode and select "CDMA Only" to see if that finds a better 3G connection. I have occasionally had to reboot or battery-pull/reboot to get this to re-provision the network, but rarely.
If this does not work, go on to -
Second: Go to the phone, dial ##778# + call (or send) > Edit Mode > password is 000000 (six zeros) > Modem Settings > Rev. A, change to "Enable" (from eHRPD) > Menu > Commit (phone will now re-boot).
See if you now can at least have a steady 3G signal. If not, I'm out of ideas. Go hang out at Primanti Brothers, I guess <g>
Anyway, once 4G comes back up, you'll need to undo whichever item above got you to a constant 3G.
I'm in Atlanta, 4G came back up about noon today, and the strange thing was the First item above worked better for me in this outage than the second. In the previous two outages, it was the second item that worked.
