No notifications when I set my phone to charge on s9

Neither does mine, so I suspect it’s simply not a feature of this phone. You can at least tell it’s charging by the LED status light - red means that it’s charging, green that it’s fully charged.

Is your charging sound enabled in setting/sound and notifications?
