NO TOUCH SCREEN - NO YSB DEBUGGING - want the pictures from the phone

Hi,
Broken screen .
when connecting to computer - it says charging .. and that's it.
I tried installing drivers and androidi studio, and the computer recognized it - but not showing the sd card or any
usb drive.
I instaled the SKIPSOFT and UNI... and no luck
and didn't succeed connecting with adb state.
I guess it's beacause the USB DEBUGGING A is off.

I need a guide saying what to do in this case.

thanx, but this method is not for LG NEXSUS 4.
OTG cable and mouse dont work on my phone... not sure if it's because USB DEBUGING = off or as I say in
somw guides - it is not working on this phone.
another critical difference is that LG NEXUS 4 does not have SD CARD....

So I need help - connecting and USBing the phone to my computer!!!
