Nokia 5.1 Notifications sporadic since android 9 update

Since my phone updated to Android 9 I either get no notifications through on WhatsApp or Facebook messenger. If I do get a notification for a message on either it can be as much as four hours after the message was received by the app.

Sometimes there is nothing at all and when I open either app I'm confronted with angry people wondering why I'm ignoring them.

It's not battery savers, app permissions, background data or any of the ususal stuff as those settings are the same as before the update and the individual apps notification preferences don't have restrictions on that would stop notifications coming through. Rebooting phone doesn't do anything either.

Has anyone had the same problem and what fixes if any did you find?

Have you tried reinstalling the apps?
