Is there a setting for my note 3 that will announce the callers name, on incoming calls.

yes that would be "hands free mode"....however i think it reads out other stuff too...

Hands free mode. Not sure if Verizon got that feature though

Yes, I too have that option available on my device too. I haven't tried using it though.
