Note 4 Question about adaptive fast charging

I have an issue with my adaptive fast charging. When turn fast charging is turned on, I noticed that when I plug in my charger there is a little notification that says "adaptive fast charging". But on 2 occasions after using allcast app and my battery level was around 10-20%, it no longer "fast" charges. I've reset, turned off the phone, power saving turned off, and still not luck. After 4 hours charging my battery level is only at 80%. I've reset my phone already to factory, but still took a couple of times unplugging and plugging the charger to get the "fast" charging to work again. It was charging fine until yesterday again. Any thoughts?

Hi everyone. I have a 2 pin Samsung quick charger that I am trying to use with a 3 pin UK travel adapter but it will not charge the phone. I do not have the original white cable that came with the phone and was wondering whether this was the problem? I have many other phone usb cables, but none of them will work with this charger (although they work with non quickcharge chargers)
 
I've noticed that it won't fast charge with certain cables. Same power brick, but I can't use any old cord.

I know my Note 3 doesn't have the Adaptive Fast Charging option, but if I use this charger will it charge as fast as my old usb 3.0 did or as fast as a conventional Android charger? The Sprint guy told me it would charge the same as my 3.0, but I don't think he realized a phone older than the Note 4 wouldn't have that setting?
