Note 9 Touch Screen Froze... and random apps pop open when screen unlocked

Lately, when I unlock my phone, more than often I cannot do anything with the screen menu. Nothing happens when I swipe gestures or double tap on apps. The screen seems frozen.

I don't know whether it's my Apex Launcher or Samsung's One UI 2.1.

Also, when I take my phone out of my pocket and unlock it, some random app I rarely use is already open... What's up with that?

Did you just get a system update? That can sometimes cause issues with certain apps. Besides Safe Mode as suggested by mustang7757, also try wiping the cache partition: https://www.t-mobile.com/support/de...te9/wipe-cache-partition-samsung-galaxy-note9
