Notification Center is broken

My top item is always going crazy cycling through emails and never stops until I hit the clear button. This doesn't happen on my Nexus 7 running Android 4.3. Clearly Google introduced a bug.

Recently I had a problem after restoring my iPhone 4S. Some Apps were no longer working in the Notification Center.
Specifically,The two apps AP Mobile and i Map Radio were no longer showing up in notification Center. No matter what I did in settings nothing worked.

Well my iPhone Radio is also not working properly i tried this with imap Radio. I was not sure if that fixed the problem but it did. I was just notified that a winter storm warning is in effect until tomorrow at 12:00 pm for my area. It is great to have the notification Center working correctly again. So If anyone has a app that didn't work in the Notification Center after restoring the phone, this might be your solution as well.
