Notification choices 1st, 2nd, 3rd?

When a notification pops up, I have 3 actions assigned.

I can change them all to different actions.

For example,

1st snooze
2nd Delete
3rd is Mark Read

It is not clear to me how to use these when they pop up. They don't give you much time to do anything.

So what are these, what do they mean, and how do you use them.

What would be the best setting?

Which app are these notifications for? Snooze means it will give you another notification as a reminder in a little while. Delete means it will delete the message. Mark Read means it will mark the message as read in whatever app you're using, but not delete the message.
