There is no Settings shortcut widget in the Widget tab of the Home screen.

There is no Settings shortcut widget in the Widget tab of the Home screen.

Once you dismiss the notification it is gone.

That's awful and a mystery why some Android users can view notification history through the Settings shortcut widget and the Samsung Galaxy S5 and above users cannot view notification history.
