Notification issue

So my wife and I have each noticed that we have several contacts that we don't get notification when we receive texts from. We see the text but get no sound or vibration, and in one case only get vibration. I spoke with Verizon and they want to erase the phonesbecause it may be a hardware issue, which seems short sighted and coincidental as I have 2 note 8's doing it not just 1.
Anyone else seeing this issue?

Open a text message in the stock messaging app, from a contact you want to receive notifications for. Touch the three parallel lines at the top right. Scroll to the bottom of the window. You'll see an icon labeled notifications. Touch it to enable notifications for that contact. Then, go to notifications in settings. Scroll to find the messages app. Touch to open. Make sure "Silent" notifications is not selected.
