No. Appear and disappear. Even if battery optimization is turned off it still does the same. It is not in the sleep app or deep sleep list either.

So I like to go back with safe mode , was it ok when in it ?

Been having smart phone for ages but this is the first time it gives (funny) problem. When you go to safe mode you can see the notification setting is correctly set. That's what you do in safe mode since it cannot make a phone call.

You should be able to text and call in safe mode , but if problem been resolved in safe mode start checking 3rd party apps .

When you go to safe mode it automatically activates the airplane mode, do you need to turn the airplane mode off then make a call? All 3rd party apps are greyed, you can't access it while in the safe mode.

Yeah turn airplane mode off and purpose of safe mode is to disable all 3rd party apps to see if it's ok and not a 3rd party app causing this .

Sorry double post. I can make phone call, all settings are the same while in safe mode. Nothing change except greyed out.

The only thing else to try is factory reset or wait until next update see if it fixes it .

Just did a little experiment by turning whatsapp notification off and turn it on again the result is it stops sending you notification.

Tried uninstalling and reinstalling app but the process of downloading playstore app stuck and unable to finish it. Restart the phone and download it again with no problem, sometimes restart doesn't help.

Not that I know of. Everything seems fine, other devices connected to this network work great. But there was a notification popup with slightly translucent background on the Android phone said network connection issue problem please check etc etc. Not sure if this "connection issue" causes the notification problem

Try this , go to settings>general management>reset >reset network

It looks like everyone's android works perfectly well I have told the android to not let the app sleep, turn the battery optimization off and turn the data saver off. It's paranoid setting but the problem persists lol. How frustrating is this. Have reset the network, wiped cache partition, went to safe mode uninstall and install the app. The funny thing is other app such as whatsapp send the notification perfectly, when you toggle the notification off, it goes off and vice versa.

Edit: Does Factory reset will be guaranteed to solve all software problems and glitches? I was reluctant to do the migration from old android to new one. It will be better if we can install everything new from new phone and restore backed-up content.

Thank God it's finally solved. To those of you having this problem the solution is go to settings -> app > Tap three dots at the top right corner -> Tap Reset App Preferences! That's it. Data saver is on no problem, once I did this everything comes back to normal! Thanks life and Thanks God!! hahaha

Could this be similar to my notification problems after 3.1?

I have do not disturb on, and I had to manually go in and allow messaging, call, phone, etc., to give a notification. Maybe it's something similar?

Yeah in DND there setting there to allow those to come through
