Is there any way to change the notifications sounds to something that did not come with the phone? Like an MP3 that is stored on the phone?

You can change them. As for trimming down a song on a PC, I don't know how to do it, but I have had friends with cropped songs as ringtones form PCs. There are apps in Play like Myxer. This is how I used to make custom ringtones. The last I knew Myxer was having issues with the sound files and one of the late JB or KK updates.

I use the app Zedge. It takes time, but if you keep at it you can find some good stuff on there. Best of all its free.
