Notification Volume on Moto G6 Play

[Android Central Question]

Hi.
Moto G6 Play. I understand the volume for "ringer" and "notification" are linked. Fine. However, my notification volume has somehow become really quiet, perhaps 20% of normal volume. Ringer volume is 100% and is loud. Picking new/different notification tone plays the tone, quietly, and not at full volume. Adjusting ringer volume makes the notifications quieter, but not louder than its current 20% volume. All volumes under settigs (media, ring, alarm, system) are 100%.
All apps I've tried link ringer and notification volume, and hence cannot get the notification loud again.
I have 2x Moto G6 Play - this is only affecting one of them, and it only started a week or so ago.

I have the same issue on my Pixel 2xL. The notification tone is about 20% of volume even though ringtone is 100% and loud. I downloaded the Volume app and it showed notification volume to be 100%. I tried in safe mode but couldn't get any notifications at all. This just started happening.

Never mind, when I went out of safe mode, my notification volume is back to normal. All is well, but don't know why.
