Notifications volume keeps getting reset

I keep lowering my notifications volume in settings, and it keeps on getting reset to what looks like about 70% maximum volume.

Is there a way of keeping the volume on-but-low for notifications and have it stick? Do other people experience this as well?

I have experienced this problem before and I had to install a custom ROM to fix it. Would u like me to help u do that?

I have never had this issue. One thing I believe I am noticing is that the some volumes are tied to whether or not you are using headphones or not. But, I need to research this further.

I believe I found the problem. When you set the volume, you need to save it by touching OK at the bottom of the volume setting panel. I thought that just setting it with slider was sufficient. After pressing OK this time, volume setting seems to be sticking.

Ya? Post a screen where that OK button is. Because it doesn't exist in "app volume and device preferences" where you actually set the new notification volume nor does it exist in the "volume mixer", there is under "speaker properties" but there is no "new notification" volume setting there. So I digress, post a screen where new notification volume AND the OK button is.....The "System Sounds volume" always sticks but that's NOT what we want we want the NEW NOTIFICATION volume to stay down.
