Odd Google Now issue

I have used Google now with my Note 2 phone for some time. The phone has two google app (free) accounts I use on it.

I've got the new note 10.1 2014 and the family have all created user spaces. All users except me when going to search have google now - I don't (my account is the master account).
I don't even have the option to turn it on or manage its notifications - see image. I have it successfully on my phone with the same google accounts and other people have it successfully on the same device? Help

I am completely stuck and ideas?

Guess You have tried directly accessing it!... GOOGLE signed me up for "everything" (more then I wanted ) when tablet linked my real name to my GOOGLE email account.... Have to keep shutting various thing off because of GOOGLE overload....

Interesting. I check to make sure that the Google account is signed in. Settings - Accounts - Google.
