There is a radio files and chip set difference. But these can be overcome by replacing hand full of files. The real reason behind the delay is that Samsung has to go through the approval process of service providers like Telus, Bell, Rogers, AT&T, etc, etc.
In Canada Apple Inc pays a lot, (I mean like in millions) to service providers to speed up the testing. They also have written agreements between them on iOS devices (like threatening legal actions or refuse to provide devices) with service providers if they don't do what Apple Inc says.It really sucks when you see Apple pushing out worldwide updates to their phone so easily though. I'm sure iPhones in the UK are sufficiently different from iPhones in Canada with cell phone frequencies etc, but they seem to have no issue rolling out worldwide updates even going through the service provider approval processes.
According to Samsung's Official Jelly Bean Page, it seems like those in the U.S. will be getting the update soon! (Well it says "Coming Soon"), but that could mean anything really
